This section provides an overview of the criteria for setting up a confined space program including roles and responsibilities.



Setting Up A Confined Space Program

Legislation requires that a written confined space program be developed for the confined spaces in your workplace. The confined space program is to be completed to prevent injuries and fatalities. This is the backbone of the new legislation.


There are three (3) parts in the development of a method for developing a confined space program. They are the following:

  1. The identification of a confined space.
  2. The assessment of the confined space hazards.
  3. The control of the hazards by developing a plan for the confined space, as well as creating a permit system for the space and providing specific training to workers.

Employers’ Responsibilities

Employers have several duties to follow when there is a confined space program in a workplace. They must:


  • Ensure the program is developed, maintained and is adequate and follows this format.
    • A written program/plan for the space.
    • A hazard assessment of the confined space.
    • Worker training.
    • Safe entry permits.
    • Written rescue plan and procedures.
    • Rescue equipment inspection.
  • Provide a copy of the program to the joint health and safety committee/health and safety representative.
  • Provide a copy of the program to any other employer of workers who may perform work in the workplace to which the program relates.
  • Provide a copy to every worker who performs work to which the program relates.

Lead Employer Responsibilities 

When there are multiple employers sending workers into the same confined space, the new legislation applies.

  • Before any worker enters the space or performs any work related to it, the “lead employer” must prepare a coordination document. This document will ensure that the work being performed is done in a way that protects the health and safety of all workers.
    • This coordination of documents will ensure that the employer duties outlined in the legislation are in place for all workers. Areas that will be addressed by the document include, but are not limited to, the above requirements.
